Head of Program (Responsibilities) Allowances Policy

Section 1 - Purpose and Context

(1) The purpose of this policy is to outline the circumstances under which an allowance can be paid to a staff member for undertaking the role of Head of Program.

Section 3 - Policy Statement

Allowances for Head of Program Responsibilities

(3) Head of Program responsibilities (formerly course co-ordination) fall within the Position Classification Standard for academic staff at Level C (Senior Lecturer) and above. It is important that the Head of School and Executive Dean ensure that, as far as possible, these responsibilities are assigned to the level of staff (i.e. Levels C and above) where it is recognised as part of their normal duties via their workload allocation and with no salary loading.

Exceptions

(4) Only where it is demonstrated that there are no Level C or more senior staff able to undertake the role should Head of Program responsibilities be allocated to Level B Lecturers. In such exceptional cases, Level B staff should be directed to undertake these duties on a periodic basis with adequate training and support.

(5) Staff at level B who are required and directed to undertake the full Head of Program duties will receive an allowance from their substantive salary level to the salary applicable to level C step 1 for the period they are undertaking such duties.

Approval

(6) The Executive Dean is the approval authority for Level B staff to be allocated Head of Program responsibilities. Where it is not possible to allocate these duties to more senior staff, the relevant Executive Dean may approve a level B academic to be paid the allowance for the minimum period (normally a teaching session) until the duties can be re-allocated to a more senior staff member.

Conditions

(7) Since the payment is essentially an allowance, payable so long as the role is being undertaken, and not a salary loading, it cannot be sacrificed, is not superable etc and is not paid on periods of approved leave.

Section 4 - Procedures

(8) Notification to the Office of People and Culture of an approval for payment of an allowance under this policy must specify a start date and an end date.
