Parking Policy

Section 1 - Purpose and Context

(1) The University needs to have a consistent approach to the categories of parking available to staff, students, visitors to and tenants of the University and to the processing of infringements of parking rules and procedures.

Section 2 - Definitions

(2) General parking (yellow bays): Provides for parking in specific car parking areas available to staff, students, tenants and visitors who have paid the required fee to the University for such parking.

(3) Communal reserved parking (blue bays): Provides for parking in specific car parking areas available to staff, students and tenants who have paid the required fee to the University for such parking. All university pool vehicles may park in communal reserved areas. Requests for these permits are placed on a waiting list and the permits are subject to availability.

(4) Dedicated reserved parking (red bays): Provides for a dedicated car parking space on one campus and parking in blue or yellow bays on any campus, available to staff, students and tenants who have paid the required fee to the University for such parking. Requests for these permits are placed on a waiting list and the permits are subject to availability.

(5) Hot spot parking: For senior staff holding a white permit together with a red or blue permit,or holders of a silver permit,and provides for short term parking only to attend meetings.

(6) Student residence (green permit): Provides for parking in specific car parking areas available to UWS residential students who have paid the required fee to the University for such parking.

(7) Board of Trustees (silver permit): Communal reserved and hot spot parking.

(8) Disabled parking: Provides for clearly designated parking spaces for people with a disability and is available to staff, students, tenants and visitors who display a RTA disabled permit.

(9) Visitor parking (yellow bays): Provides for parking in specific car parking areas available to staff, students, tenants and visitors who have paid the required fee to the University for such parking.

(10) Contractor parking: Provides for parking in specific car parking areas available to contractors of the University.

(11) Commercial parking: Provides parking for commercial operators on UWS campuses in general parking bays.

(12) SEINS: Self-enforced Infringements Notice System operated through the Infringements Processing Bureau.

(13) "Senior Staff" means persons employed on a remuneration basis which allows for a potential salary component which is 20 per cent above the HEW level 10 salary rate specified in Schedule A as per the 2001-2003 General Enterprise Agreement.

Section 3 - Policy Statement

(14) From 1 January 2005, the University will provide ten (10) categories of parking:

  1. General Parking
  2. Communal Reserved Parking
  3. Dedicated Reserved Parking
  4. Hot Spot Parking
  5. Student Residences
  6. Board of Trustees
  7. Disabled Parking
  8. Visitor Parking
  9. Contractor Parking
  10. Commercial Parking

(15) These categories are being adopted by the University to ensure that all staff, students, visitors to, and tenants of, the University have reasonable access to campus parking facilities. The University is committed to providing sufficient paid general parking on each campus, but staff and students cannot necessarily expect to be able to park in the parking area nearest to the building of their work or study. However the University reserves the right to negotiate commercial arrangements on parking in specific instances, such as a commercial precinct, and also with commercial tenants located on campuses as appropriate.

(16) Access will be limited only by the physical parking facilities available.

(17) All parking areas will be clearly identified in terms of category and parking requirements. Visitors to the University can park in paid general parking areas upon display of an appropriate permit purchased from a daily ticket machine.

Section 4 - Procedures

Part A - Parking Permit System

(18) Staff, students, and tenants of the University will be issued with a coloured permit to display on their vehicle. Different coloured permits will designate paid parking areas as follows:

Yellow General parking areas
Blue Communal reserved or general parking
Red Dedicated reserved parking on nominated campus, communal reserved or general parking.
White Hot spot, communal reserved or general parking
Green Student residences or general parking
Silver Communal reserved, hot spot and general parking
RTA Disabled, communal reserved and general parking
Visitor General parking areas
Yearly paid parking permits are issued by Office of Capital Works and Facilities.

(19) Disabled permits are issued by the RTA. Vehicles which display a disabled permit can park in communal reserved or general parking areas if this is more convenient to the driver or if disabled bays are occupied.

(20) Daily parking permits are available from the ticket machines located on Penrith, Parramatta, Campbelltown, Hawkesbury and Bankstown campuses.

Part B - Infringements System

(21) A system of fines will operate where staff, students, tenants and visitors park in contravention of University parking rules and regulations.

Part C - Approval

(22) Parking fees may only be applied if they have been approved by the Board of Trustees for inclusion in the Schedule attached to this policy. The Schedule will be updated at least on an annual basis and no later than end October for application in the following year.

(23) This will be the main mechanism by which parking fees will be altered. However the University reserves the right to negotiate commercial arrangements on parking in specific instances, such as a Commercial Precinct, and also with commercial tenants located on campuses as appropriate.

(24) The fines associated with parking infringements under the SEINS system are not within the University’s jurisdiction and are determined by the Infringements Processing Bureau.

Part D - Determination of Parking Fees

(25) Parking fees will be based on reasonableness and in consideration of major stakeholders.
