Fixed Noticeboards Policy

Section 1 - Purpose and Context

(1) The University of Western Sydney uses a number of mechanisms to communicate information to its staff, students and community. These mechanisms include UWS email accounts, the University's website, publications and official noticeboards.

(2) With expanded technology, the University favours electronic methods for official communication however noticeboards are valuable communication tools for local information sharing. The University provides fixed noticeboards for both official and informal purposes for staff, students and University-related organisations to communicate with each other. Noticeboards also assist in keeping the campuses tidy by providing a space for notices to be displayed.

(3) This policy provides information on the type, location and use of fixed noticeboards. The policy does not deal with official notices or communications with students, nor does it cover fixed or temporary signage for buildings, directions or events.

Section 2 - Definitions

(4) Fixed noticeboard - noticeboards (including electronic screens) attached to a University wall or structure, usually located in a public, transit or student/staff shared space (e.g. foyer, student residence) and used for information sharing.

(5) Informal noticeboards - fixed noticeboards that can be used to display unofficial notices relevant to the student or staff body on a campus, for example events, resources, and contacts.

(6) Official noticeboards - are noticeboards designated as 'official' by the University and are labelled as such. These may be used exclusively by a Unit or University-related organisation such as an entity or student representative organisation.

Section 3 - Policy Statement

(7) Fixed noticeboards are the only place in which notices should be displayed. Notices displayed elsewhere such as on poles, walls, windows etc will be removed.

(8) Official UWS notices are displayed on fixed noticeboards and on the website. It is the responsibility of all staff and students to be acquainted with the contents of those announcements which concern them.

Section 4 - Procedures

(9) The Office of Capital Works and Facilities is responsible for the location, standard, design, fixing and replacement of fixed noticeboards.

(10) The Office of Capital Works and Facilities will undertake audits of fixed noticeboards, from time-to-time, to ensure they are located in high access areas. The Office of Capital Works and Facilities may remove or relocate noticeboards as required and will seek feedback from Campus Life Committees and/or Provosts. Complaints about the location of fixed noticeboards are made to the Director Capital Works and Facilities.

(11) A Unit or University related organisation using University premises, such as an entity or student representative organisation needing a noticeboard for their exclusive use can apply in accordance with Clause 12. Any such noticeboards are the responsibility of the relevant Unit/organisation and must display details of a contact person. The Unit/organisation will maintain currency of information and remove any material that is not consistent with University policies. The Office of Capital Works and Facilities or the relevant Provost will review these exclusive noticeboards and may revoke exclusive use where these procedures are not followed.

(12) Applications to install a fixed noticeboard or to convert a fixed noticeboard to exclusive use are made to the Director CWF who will determine the matter. Applications can be made via the relevant Provost who will refer them to the Director CWF. The Director Capital Works and Facilities may consult with the relevant Provost when determining the outcome of an application. Units/organisations may have to cover the costs of purchase and installation of a fixed noticeboard for their exclusive use.

(13) To post an item to an official noticeboard contact the relevant Campus Provost or their nominated representative, or where the noticeboard is used exclusively by a Unit/organisation, the relevant contact person. Items to be posted on official noticeboards must have a contact officer and an expiry or end date. The contact officer is responsible for removing the notice upon expiration. Official noticeboards will be cleared regularly.

(14) Notices may be posted on informal noticeboards without University approval but the University will review these noticeboards regularly and will remove any material that is inconsistent with its policies. The Office of Capital Works and Facilities will arrange for informal noticeboards to be cleared regularly.

(15) Complaints about content on fixed noticeboards are to be made to the relevant Campus Provost or Director CWF. Students and staff posting notices that are inconsistent with University policies may be subject to disciplinary procedures as outlined in the Misconduct - Student Non-Academic Misconduct Policy or the Academic and General Staff Agreements.

(16) The Office of Capital Works and Facilities will arrange for all noticeboards to be cleared of all non-essential items at the end of each calendar year (e.g. essential items include emergency or evacuation procedures and the like, and will not be removed).
